สรุปสาระสำคัญของ WTOร่างกฎระเบียบว่าด้วยการเพิ่มสาร จำนวน 4 รายการ เป็นสารที่อาจมีผลต่อระบบประสาทส่วนกลาง (Shitei Yakubutsu หรือ designated substances) ภายใต้ Act on Securing Quality, Efficacy and Safety of Products Including Pharmaceuticals and Medical Devices (1960, Law No.145) ดังนี้ 1.
